On Mill Street in Pontypridd town centre, sandbags are still on hand, as businesses try to get answers about why the drains flooded, a problem they believe can be fixed.
"As a group of businesses we feel like sitting ducks really," said Rico Orsi, owner of the cafe Zucco.
"We are not over the worst of the winter so we feel vulnerable."
Mr Orsi said the yellow weather warning before Storm Bert was simply not good enough.
"We get yellow weather warnings all the time," he said.
"We just assumed it was going to be another bad day, we didn't think there was going to be five feet of water coming into our shops and the devastation that all that led to."
Jayne Colman owns Martha's Homestore on the street and said owners have "major concerns' that flooding could happen again, and she will be putting in measures to protect her shop this evening.
She said businesses took great care to prepare themselves and rejected the suggestion people should take more personal responsibility on the issue.
"That is quite a shocking attitude - we have got a WhatsApp group, we communicate with each other on a daily basis about the rain, the weather warnings.
"For outside agencies to feel we bury our heads in the sand is just outrageous really."
